The Pact

The name given to the governing body of Hammerfall after it was taken, and also to the agreement forged between the groups that captured it.

The Pact had four members, each representing their faction's interests.

Ivar - Norsemen Duties: Law, Allocation of Food, Property, Trials and Punishment, Maintenance, Management of the Elven population, Management of Elven Artifacts / Magics

Orgrim - Orks Duties: Guards, Defense of the City, Distribution of food to the Elves, Trial by combat, Weapon and Armour Smithing

Yennen - The Guild Duties: Taxes, Moneylending, Merchant Licensing, Dock Trade, Paying the soldiers, Paying for City maintenance

The Speaker - The Chosen Duties: Securing the Catacombs, Temples, Religious Events, Worship, Sacrifices

The Pact is broken

It ended in one night and one morning. The Speaker shed his disguise and loosed the Blood Elves on the city. Ivar died in the massacre, finished by Harald, the son he claimed. The Speaker died at the party's hands. In daylight the Pact dissolved: Norse to Norse, Orks to their kin, elves to the mines, the Guild to its vaults.

After Hannah's death, Yennen stepped forward with Guild soldiers at his back. Hammerfall, he said, passes into Guild administration, effective tonight. The Pact was four chairs. Three of them were ash.
